In some cases, permit modifications do not trigger a New Source Review and therefore can eliminate the need for costly permit applications. TES, Inc. completed an analysis to determine the operations emission levels and prepared a rule analysis on the operation. TES determined through that study that the applicant did not need to invest in costly equipment upgrades and could maintain compliance.
