Portable Permitting, California, Arizona, and Nevada.

Senior project manager, responsibilities include preparation of process flow diagrams, coordination with client to gather project specifications, operating requirements, and management of junior level staff in preparation of application. Lead contact with agencies to negotiate permit conditions for client’s needs. Successfully prepared an obtained portable air quality permits for equipment such as engines, Hot Mix Asphalt plants, crushing and screening equipment and Ready Mix Plants. Projects were completed with local air quality district.

Portable Permitting, Mojave Air Quality Management District, California

Senior project manager prepared and obtained air quality permits for client in Mojave Air Quality Management District for portable crushing and screening operation. Client needed permits turned around in less than one month. Responsible for preparation of application and negotiation with agency to get permit issued within clients request and on budget.

Annual Emissions Inventories, California and Nevada

Senior project manager for preparing and managed team in preparation of annual emissions inventories for clients in South Coast AQMD and Clark County Department of Air Quality. These sources included combustion from dryers and heaters, fugitive dust emissions from mining and haul roads, boilers, cooling towers, spray booths and storage tanks.

Visible Emission Testing, Wilmington, CA

Senior project manager for conducting annual visible emission observations for a Coke Calciner plant in Wilmington, California to satisfy Title V requirements. Coordinated testing, managed testing schedule and prepared final reports for submission to client. Duties included preparation of cost proposal, team management, invoice review and budget management.

Marine Unloading Permitting, Long Beach, CA

Senior project manager, prepared permit application for aggregate marine unloading terminal in Long Beach, California. Project involved evaluation of marine engines and boilers part of permitting evaluation. Worked with South Coast AQMD and client to present various operating parameters to avoid offsets for project.

Portable and Stationary Permitting Working Group San Joaquin Valley APCD, California Construction and Industrial Minerals Association (CALCIMA).

Participated and assisted association in development of permitting policies for aggregate mining facilities. Worked with producer members and staff to develop policy which streamlined permitting with agency.

Source Testing Management, Various Client Locations, California and Nevada

Senior project manager, solicited bids for testing from stack testing company on behalf of clients. Worked with client and source testing company to schedule test, proper preparation of stack, review testing protocols and reports prior to issuance to agency.

Senior project manager, evaluated facilities reporting requirements, if applicable, prepared Form R or Form A. Industries included Hot Mix Asphalt, Ready Mix Concrete and Pipe manufacture. Assisted clients with EPA audits and responses.

New Source Performance Standards Subpart OOO (Non- Metallic Mineral Processing), Various Clients, California and Nevada

Senior project manager participated in working group for National Sand Stone and Gravel association in revisions to NSPS Subpart OOO. Prepared and conducted training in California of revised regulation changes. Evaluate a facilities compliance status, prepare protocols for Method 9, conduct visible emission testing and prepare final report to local agency and EPA.

Health Risk Assessment, Various Client Locations, California

Prepared Health Risk Assessment evaluations to determine residential and worker health risk impacts. Duties included gathering operational data of facilities, preparation of facility maps in AutoCad, development of AERMOD model to predict concentrations.

Air Quality Impact Analysis, California

Prepared air quality impact analysis as they related to California Environmental Quality Act (CEQA). Worked with land use consultants as part of team and prepared air quality impact analysis for Environmental Impact Reports (EIR). Quantified and calculated emissions from mining and asphalt facilities which included on-road and off-road vehicle emissions, AERMOD modeling to determine health impacts and final report preparation.
